Tulsa Police say the man shot and killed yesterday for shooting randomly at passing cars and people, was 21 year old Elmer Vargas.
Tulsa County Court Records show: 3-8-21: he was charged with assault and battery by strangulati8on and assault and battery on a pregnant woman.
8-10-22: he was charged with 1st degree burglary and having an unlawful weapon 3-31-23: he was charged with misdemeanor domestic assault and battery in presence of a minor
Each case was dismissed when the prosecuting witness failed to cooperate or show up to court.
