Tulsa Police arrest a man accused of threatening people with a pair of scissors in the lobby of a downtown Tulsa apartment complex.
The arrest report for David Hogan, says he was lunging at people and threatening to stab them in the neck or kill them. He was arrested while holding the scissors and the incident was captured on video.
Records show he has previous drug convictions in Atoka County, Creek County, Woodward County and 2 in Tulsa County (2002 and 1994).
The 4 new charges of assault with a dangerous weapon, are not convictions.
