A Tulsa man is charged with failing to register as a sex offender, after he’s already been convicted of the same crime before.
The probable cause affidavit for Marcus Franklin says he was convicted in 2017 of indecent exposure and sentenced to 10 years and served less than 4.
He was convicted of sexual battery in 2017 and given 3 years suspended.
He was convicted in April of 2022 for failure to register and served 1 year and 5 months and was released in October of 2023.
He’s a level 3, aggravated offender and required to register every 90 days for life.
It says he gave a Tulsa address when he left prison but DOC sent a letter to that address in October of 2023 and again in December of 2023 and never heard back and a records search showed he had not registered anywhere in OK or the U.S.
He has a long history of previous convictions including assaulting a police officer and a detention officer, a gang offense, unauthorized use of a vehicle, burglary, having a gun as a felon and having meth.
