Charlotte – Stacy Michelle Costner Rabon, 48, was arrested Tuesday in Rock Hill and charged with homicide by child abuse. Deputies said in August of 1992 she repeatedly stabbed her infant daughter who was only hours old.Â
She’s then accused of placing the baby in a bedsheet and a plastic shopping bag before throwing her in the Catawba River. A swimmer later found the child, according to investigators.
Deputies said the case was cold for decades until DNA from an arrest of Rabon in 2019 was matched to DNA on an item that was found with the baby.
York County Sheriff Kevin Tolson said when questioned by detectives, Rabon didn’t deny that the child was hers.
Deputies have been unable to find the child’s father and aren’t certain if he’s alive.
