Police Officers arrested Robin Black multi-agency investigation into fraudulent activity involving food stamps and identity theft

On February 4th, 2026, around 9 a.m., Tulsa Police Officers arrested 64-year-old Robin Black after a multi-agency investigation into fraudulent activity involving food stamps and identity theft.

Black is accused of peddling cell phones in order to defraud people of their SNAP benefits. Our Gilcrease Division Impact Unit worked with our federal partners over the last several months to gather evidence and make an arrest.

A federal warrant was issued this week, and Impact Officers, with help from the Tulsa Police Bike Patrol Unit, tracked the suspect down. Officers initiated a traffic stop as Black left his home and took him into custody.

Officers took Black to the federal courthouse and handed him over to the U.S. Marshals Service.

Black is charged with:

  • Conspiracy
  • Benefits Fraud
  • Fraud Forfeiture
