The arrest report for Charles Hicks says a man working outside at a business when he saw Hicks make a U-turn in traffic and come into the parking lot.
The man said Hicks pointed a rifle with a scope on it and ordered the man inside.
The man says as he was going inside, he also saw Hicks point the rifle at a homeless girl near the building.
It says when officers arrived, Hicks and a woman were sitting in the truck and there was an open bottle of vodka inside.
It says Hicks told officers the gun was in the backseat and it was and did not have an orange tip, but did have a scope and was all black and long barreled and looked like a real rifle, but was determined to be a pellet gun.
Hicks was booked for pointing a firearm and having an open container.
Records show he has a pending case in Rogers County for actual physical control of a vehicle and open container from November 2021.
In Tulsa County, a month later, in December of 2021, he was convicted of DUI and given a 1 year suspended sentence.
In July of 2012, convicted in Tulsa County of 12 counts of making a false declaration of ownership to a pawn and got 9 years in prison.
In April 2008, convicted in Tulsa County of unauthorized use of a vehicle and got a 5 year suspended sentence.
In 1998 in Creek County, convicted of drugs and initially got a deferred sentence, but that was later revoked and he was sentenced to 5 years in prison.
In 1994, convicted in Tulsa County of running a roadblock, eluding and having marijuana and got a 2 year prison sentence.
