Police arrest a man accused of getting his teenage daughter pregnant.
The affidavit for Ron Fetters says the girl has cognitive delays.
It also says this is a shocking case of how several states failed multiple times to get his children and step-children help from physical and sexual abuse allegations.
It says he keeps cameras in every room of the house, including the children’s rooms and rarely lets them go places or talk to anyone unless he’s present.
It says he was controlling and overbearing when the victim was in the hospital with her newborn.
It says he talked to hospital workers in detail, about the best ways to kill people and wanted the hospital to no longer allow DHS or Police to visit the victim.
It says he got furious and threatened to hurt the Tulsa officers when they served him with a search warrant to get his DNA.
It says the results showed it was 2.8 trillion times more likely he was the father of the baby, than a random person.
It says allegations against him started decades ago.
In Ohio, it lists these allegations/situations:
1991: both he and a son had genital warts and doctors in FL and NC expressed concern, but, Fetters left before an investigation.
July 1994-October 1994: child services had 6 calls about Fetters performing vaginal exams on a 14 year old pregnant neighbor.
October 1994: his 5 oldest children were removed to due allegations of abuse and neglect.
November 1994: two children made repeated disclosures of sexual and physical abuse.
March 1995: a counselor said two of his children endured cruel punishment and sexual abuse from Fetter.
July 1995: accused of fondling a child and Fetters’ sister disclosed he had sexually abused her for 6 years when she was a child.
September 1995: a doctor noted signs of sexual abuse in one of the daughters.
November 1995: a son made allegations of being sexually abused and raped by Fetter
June 1996: a doctor said in an evaluation that any child around Fetters was at risk of physical and sexual abuse.
July 1996: another doctor said Fetters was capable of physical and sexual abuse and he should have no further contact with his kids.
October 1997: a doctor said Fetters had the capacity to be a pedophile and had zero capacity to parent.
It says the following allegations were made in Florida:
March 2005: posting nude photos of an 18 month old online and had a lengthy history of child porn.
October 2005: bathing with a 2 year old and “tickling” her privates and when his wife intervened, he threatened to “bounce her head off the wall” and said she would be found “dead on the side of the road.”
January 2009: a 5 year old who spent Christmas break with Fetters, exhibited numerous sexual behaviors.
April 2009: Fetters was rubbing a 5 year old victim’s privates to “teach them about sex” and and at that time, the family had 22 previous investigations that were all closed.
It says Fetters was jailed for a time in Florida, after marrying a girl at age 14, but, accused of after sex, starting when she was 11.
Those charges were later dropped.
Tulsa Police got a tip about Fetters raping a daughter on January 1st of 2022, but, struggled to get anywhere with the case, until the baby was born this month.
It says one of Fetters’ step-daughters said he used to tell her he was going to marry her and have children with her and when she told her mother, she was punished.
It says she told police, each time child services or police would come interview the kids over the years, they’d do it in the living room, where there were cameras and the kids were all afraid to tell the truth, for fear of being punished.
