Twenty-five-year-old Foster Krupa, who is facing a slew of charges, was ordered held without bail at his arraignment in Newport District Court.
Authorities said in court that the string of crimes started with Krupa setting four fires in the basement of a mansion on Ruggles Avenue.
They said he then vandalized multiple cars parked across the street, puncturing car tires.
Police said after the fire, Krupa approached a 20-year-old woman in the area of 518 Bellevue Ave. outside of a dorm at Salve Regina University at around 12:14 a.m.
According to authorities, Krupa threatened a woman with a fishing spear and ordered her out of a vehicle. They said he took her car and crashed it in a wooded area on Wickham Road near Brenton Road.
Law enforcement tried to take Krupa into custody, when he reached for a torch believed to be used to set fires and pointed it at officers.
Police said two officers struggled with him as they attempted to take him into custody. Officers used stun guns to subdue Krupa.
The two officers suffered minor injuries.
A Newport resident told NBC 10 News that she was worried about the commotion that happened overnight.
