Mathews then allegedly threw the victim over a guardrail into a wooded area, struck her multiple times and raped her.
Powers said a bystander saw what took place and called 911.
Powers said when Forest Park Police arrived on the scene, Mathews was still assaulting the victim. He then fled from the police and was arrested after a short pursuit.
The victim was taken to the hospital with multiple injuries.
According to Powers and court documents, the victim is developmentally disabled and was on her way to work at the time of the attack.
Powers said Mathews is in the country illegally and was previously deported.
“This man stalked and brutally attacked a total stranger. What happened to this victim is horrifying. I am so thankful to the witness who called 911 and the police officers’ quick response – that saved this victim’s life. This defendant has been deported multiple times. This is the second case in two months of women being violently attacked and raped by individuals who are here illegally. It’s infuriating,” Powers said in a statement.
Mathews appeared in court last week on rape and felonious assault charges, where a judge set his bond at $100,000.
