RawNews1st – The Indianapolis Metropolitan Police Department (IMPD) were involved in an officer-involved shooting on Saturday, August 6, 2022, just after 1:30 am at 1910 North Belleview Place.
Shortly after 1:30 am, IMPD officers and FBI Violent Crimes Task Force agents were in the area of 1900 North Belleview Place conducting an investigation regarding recent violent crimes when they observed a shooting.
Officers located an adult male victim outside 1910 North Belleview Place on the ground and immediately rendered medical treatment while other officers chased the potential suspects.
Indianapolis Emergency Medical Services (IEMS) responded and unfortunately the victim of the original shooting was pronounced deceased at the scene.
After officers witnessed the shooting incident, the suspects ran to a vehicle.
Officers in an unmarked vehicle were able to block the suspect vehicle in at West 16th Street and North Belleview Place.
At least one of the suspects fired shots at the officers, striking the windshield of an unmarked police vehicle but not striking any officer.
One IMPD officer discharged his service weapon at the suspects but did not hit either suspect.
The passenger in the suspect vehicle, 18-year-old Jashan Wallace-Carswell, got out of the passenger side front door with a handgun.
Wallace-Carswell dropped the gun, laid on the ground, and was handcuffed without further incident. The driver of the suspect vehicle, 19-year-old Stacey Myron Fuller, got out of the driver’s seat and ran northbound.
Officers chased Fuller and observed him throw a handgun over a fence. Fuller was then taken into custody and the handgun was recovered. Wallace-Carswell and Fuller were transported to Eskenazi Hospital for evaluation.
Detectives learned the homicide victim was at 1910 North Belleview Place when the alleged suspects approached the victim and attempted to rob him.
Detectives also learned the vehicle the suspects were in was previously taken in a carjacking. Detectives are investigating to determine if these suspects were involved in additional robberies.
Wallace-Carswell and Fuller were both arrested for murder and robbery. The Marion County Prosecutor’s Office will make the final charging determination.
Both should be considered innocent unless and until proven guilty.
No officers or uninvolved citizens were injured during this incident. Detectives are confident the person or persons responsible for the shooting are in custody and there is no ongoing threat to the community.
The Marion County Coroner’s Office will determine the manner and cause of death. They will also provide the identity of the deceased after notification has been made to next of kin.
The IMPD Critical Incident Response Team responded to the scene to conduct the criminal investigation. The Indianapolis-Marion County Forensic Services Agency is assisting with this investigation.
The Marion County Prosecutor’s Office (MCPO) is being consulted throughout the investigation.
A separate administrative investigation is being conducted by IMPD Internal Affairs.
The officer who fired his gun has been placed on administrative leave as is standard procedure in an officer involved shooting investigation. Body-worn cameras were activated at the time of the incident.
The civilian-majority Use of Force Review Board will conduct a mandatory hearing for any attempted use of deadly force against a person. This occurs after the conclusion of the criminal process.
The Police Officer Support Team (POST) responded to provide peer support for officers. The IMPD Chaplain’s Office responded to assist with those involved and the homicide victim’s family.
