The charges come after a grand jury investigation into Griffith’s death. York County District Attorney Dave Sunday said the investigation found that Griffith was not a target in the shooting.
Penn showed up at the park looking for rival gang members, investigators said. He allegedly pulled a gun and fired 16 shots, one of them hitting Griffith in the back.
Investigators said this was gang violence, and Griffith was simply at the wrong place at the wrong time.
Griffith’s mother, Chawna Griffith, spoke at the news conference, noting that today is the 18-month anniversary of her son’s death. She said not a day goes by that she doesn’t miss him. She also thanked investigators and the grand jury for bringing charges in the case.
“Justin was everything to me. He was my first child. He was the leader of the pack. He was somebody that even me, I could lean on because he was just that great of a person and he meant so much to us,” she said.
