A foster mother has been charged with child abuse in Tulsa County.
The probable cause affidavit for Jennifer Leggett says DHS contacted Sand Springs Police in December.
It says Leggett had an 8, 6 and 3 year old in her care.
It says DHS learned Leggett was tying the 3 year old to a cot outside Leggett’s room from 8 PM to the next morning and he couldn’t get out of the restraints and the other children couldn’t release him or they’d get into trouble and he had to holler out, if he needed to use the restroom.
It says Leggett told the DHS worker she bought the medical grade restraints after the child drank half a bottle of medication, although Leggett didn’t get medical help or call poison control or talk to her worker about other solutions.
It says DHS removed the children and closed the home and decided not to send any further children there.
