PAROWAN, UT – An officer-involved shooting of a burglary suspect at a Southern Utah truck stop in June has been deemed “not justified” by a law enforcement review board. The Iron County Critical Incident Task Force released its final report Monday on the shooting of Ivonne Casimiro by Enoch City police Cpl.
Jeremy Dunn at the Parowan Travel America truck stop. The investigation found that Dunn was not in danger of death or serious injury at the moment lethal force was used, the report said.
Casimiro was neither fleeing the scene nor had she made any verbal threats to officers, the report said. Although the shooting was deemed not justified, Dunn will not be charged criminally, because the state contends it would not be able to prove criminal intent on Dunn’s part, the report said.
Casimiro, 29, and two other suspects were apprehended after multiple law enforcement agencies responded to a report of three people breaking into vehicles. Officers arrived at the truck stop shortly after 11:30 a.m. and confronted two Casimiro and Jose Flores, 34, in the parking lot.
Parowan police Sgt. Mike Berg was first on the scene and held the suspects in place until Dunn arrived. Prior to Dunn’s arrival, Berg notified dispatch that Casimiro was wielding a screwdriver and had taken a “swipe” at him twice after he approached and instructed her to take her hands out of her jacket, according to the report.
Berg retreated to a safe distance and drew his weapon. Although belligerent, Casimiro did not advance toward Berg and he went from a fully drawn position with his weapon to a low-ready position as he waited for back-up. Once he was at the truck stop, Dunn approached the suspects and told Casimiro to drop the screwdriver. Dunn drew his weapon and directed Flores to move away from Casimiro.
