The indictment alleges that Bartley repeatedly exchanged digital images of child porn between August 2020 and August 2023.
In addition, charging documents say he tried to take sexually explicit images of a 15-year-old girl in a bathroom.
It also alleges that he used “facilities of interstate commerce” while trying to convince another child to “engage in criminal sexual activity,” from December 2023 up until last month.
Bartley was arrested on April 5 following an FBI investigation. Early the following week, Bartley was initially indicted on one count of knowingly receiving child pornography and one count of knowingly possessing child pornography.
The Maricopa County Attorney’s Office previously said he used social media to communicate with a woman who would send him images. Prosecutors say Bartley and the woman both admitted to being pedophiles.
The woman, whose name has not been released, is facing charges in Michigan.
After Bartley’s arrest, the Phoenix Police Department released a statement saying it was in the process of disciplining him.
However, he submitted his resignation on April 18 before the department’s scheduled administrative action.
“What is alleged, is contrary to the courageous work done every day by the men and women of the Phoenix Police Department to protect one of the most vulnerable populations in our community, our children,” Interim Police Chief Michael Sullivan said in an emailed statement.
Bartley had been with the department since 2007 and most recently served in the Patrol Division in the Mountain View Precinct.
