RawNews1st – A woman who has a previous conviction for child abuse is facing a new charge of child neglect.
The affidavit for Kelsey Carpio says she gave birth on November 19th, 2021, in a meth house, with no running water and the baby was delivered by another meth addict.

It say Carpio went to the hospital on 11-26 from complications from the birth and tested positive for meth but didn’t tell hospital workers where the baby was, so the hospital called police.

Police learned DHS had gotten a referral about the baby on 11-22 and had taken the baby to a hospital and it tested positive for amphetamines and the child was placed into protective custody.

It says Carpio admitted she’d used meth all during her pregnancy, including the 2 days before the birth and the days afterward.
It says Carpio convicted of child abuse in Sequoyah County in 2015.
