City Councilman Found Passed Out With Crack And Fentanyl.
Authorities found Reilley passed out in his car with a glass pipe and a lighter on Monday.
In the footage, which police released on Wednesday, Reilly jolts awake after a few shakes from an officer.
“You were literally choking in your sleep. Someone was flagging me down about it,” the officer says.
“I have sleep apnea. I’m sorry,” Reilly says.
“Well, you have a crack pipe in your hands,” the officer says.
Reilly asks if he’s going to be arrested and the officer continues to question him.
