United States, Egypt, and Qatar are developing a multi-pronged plan to free Israeli hostages held by Hamas in Gaza and normalize relations between Israel and Saudi Arabia.

The plan spans 90 days and involves several stages.

First Stage: Hamas releases all civilian hostages, and Israel releases Palestinian prisoners. Israel also withdraws forces from Gaza’s population centers, allows freedom of movement and doubles humanitarian aid.

Second Stage: Hamas releases female Israeli soldiers and returns bodies of deceased hostages.

Third Stage: Hamas releases remaining Israeli soldiers and fighting-age males, and Israel fully withdraws from the Gaza Strip.

Additional aspects of the plan include safety guarantees for Hamas’ political leaders and an international fund for Gaza’s reconstruction.

Post-90 days, the plan aims for a permanent ceasefire in Gaza, normalization of Israel-Saudi Arabia relations, and renewed efforts towards a Palestinian state.
