During a news conference on September 2, 2025, Illinois Governor J.B. Pritzker stated that information about the Trump administration’s plans to increase federal enforcement in Chicago was “gleaned from anonymous sources in the federal government”.

He did not use the word “spy”. The news conference was held to address President Trump’s announcement that he would deploy the National Guard to Chicago. 

Source of information: Pritzker said he received information from “anonymous sources in the federal government, military, and ‘well-sourced’ news reports” about the planned federal actions.

Trump administration actions: According to Pritzker, the Trump administration planned to stage armed federal agents and military vehicles on federal property, and deploy unidentified agents in unmarked vehicles to conduct raids in Latino communities.

Coordination with states: Pritzker stated that the Trump administration did not officially brief or coordinate with Illinois officials on these plans.

Legal challenge: Pritzker and other Illinois leaders have vowed to fight the deployment of federal troops in court.
